A speech on Provincial Councils

On 20th May 1937, Mr. R. S. S. Gunawardena, Member for Gampola, seconded by Mr. D. M. Rajapaksa, Member for Hambantota, moved in the State Council:
"This Council is of opinion that immediate effect should be given to the recommendation of the Donough­more Commission with regard to the establishment of Provincial Councils ".
The Motion was referred to the Executive Committee of Local Administration for report.

On 8th March 1939, Mr. A. Ratnayake, Member for Dumbara, seconded by Mr. Neil Hewavitarne, Member for Udugama, moved:
" This Council is of opinion that Provincial Councils as recommended by the Donoughmore Commissioners should be established for the administration of the Provinces".
This Motion too was referred to the Executive, Committee of Local Administration for report.

The Executive Committee reported on the first Motion (this was intended to be a Report on the second Motion too) to the effect that it was in favour of the acceptance of the Motion and the establishment of Provincial Councils.

The Debate on this Motion and Report was resumed and concluded on 10th July 1940. The Motion was -accepted without a Division.

This motion comes up as a private Member's motion. In fact two Members had given notice of motions on the same subject, and the Executive Committee thought that it would be only right to present a full Report to the Council. If the Council generally approves of the idea of the establishment
